As the Government is not resorting to the 49

Going yesterday morning present its plan for economic recovery to Douai, Nicolas Sarkozy made the point with Jean-François Copé, Chairman of the Group UMP in the National Assembly, on the advance or rather the deadlock the consideration of the draft of the Broadcasting Act. Before the obstruction of the opposition, the majority took out a weapon of the rules of the Assembly to go faster, but this is probably insufficient to hope to see the Bill passed before the end of the year. Also, the prospect of a decree to remove the advertising on France televisions ("Les Echos" of yesterday) is more precise...

"We have our time, but I will not accept that the discussion be paralysed by a complete block," declared yesterday evening at the "Echos" Jean-François Copé, who also chairs the Special Committee on this Bill. First weapon to accelerate the proceedings, the application of article 57 of the rules of the National Assembly. This section allows to limit the number of stakeholders in the discussion of each amendment. Which already considerably reversing the policy of the opposition whose members previously multiplied interventions on the same theme. Result, the famous article 8 which will allow the President of the Republic to appoint himself the Presidents of public broadcasting could be adopted yesterday: now, CEO of France television, Radio France and the AEF holding umbrella audiovisual outside of the France will be directly appointed by decree by the President of the Republic, after assent of the CSA. Fury of the left: "You try to silence the opposition at the time where the conditions of appointment of the Chairmen of the audiovisual public debate", it is away Didier Mathus (PS).

What to do with taxes

But on the merits, the acceleration of proceedings should not change much: in all likelihood, the deadlines will not be held. The Government's goal is more to see the law enacted by the end of the year, but its adoption by the Assembly at the same maturity only, prior to a passage in the Senate in early 2009. As the Government is not resorting to the 49.3 fatal weapon (this article would incur liability to move the text without a vote), the probability of an order to remove the France television advertising is increasingly strong. Christine Albanel, Minister of Culture and Communication, openly mentioned yesterday the MIC of France. Jean-Marc Ayrault is in is upset in a letter to the Prime Minister, François Fillon: "What remains of this Bill therefore that advertising is more treated" Without too many believe, the President of the PS Group to the Assembly requests the withdrawal pure and simple of the Bill...

But the Elysee has also sought to delay, not wanting to give the impression to act in haste. "The idea is to pass the order to 15 or December 16.". "The Government wants to decide cold to highlight the obstruction of the opposition," yesterday felt a government source. Taxes on the private channels and telecoms operators, is another story. Either the Government the Registry Act, amending fnances project which will be debated in the Assembly from Tuesday, at the risk of reverse a little more the project of the Broadcasting Act. He left in the latter, but their application will be delayed as they come into force in the first quarter of 2009, once promulgated the audiovisual text. Yesterday, the Executive was the last schema.
